Hi,
Well in my opinion the cheapest way of recruiting is definitely Employee referrals, Govt. Employement Exchange, Direct applications,Walk in applications. In addition, I think today Internet plays a big role in recruitment, you can post ur vacancies to ur company's website, to social & professional networking sites, they can definitely help you out in getting desired candidates without spending much.
One more thing I want to add, recruiting desired candidate without spending money is not enough, recruitment will be cost effective & qualitative only when you will be able to retain the employees for a considerable period of time.

ya all have spoken about employee refferal program..this is a easy way to get a good candidate for the organization,as even if ur organization has a personal job portal,through that the candidates could apply directly to the organization instead of other external job portal.

i agree that employee referrals is the cheapest way of recruitment but one cannot attract the best talent through this way. the other sources may be job fairs, notice at leading professional institutes, news add, outsource companies.
