May I know which industry you belong to? Because every industry has its own rules for the said policies. For example, I am in the steel industry, and we have separate leave policies, attendance requirements, and office timings compared to other industries.

We had to face a similar situation in our office too when we had to frame a Quality Policy for our company. Then we decided to do "Brainstorming" with all our team members. We first wrote down all the words that best describe our company and work culture. Then, again, we used brainstorming for framing the policy statement. This can be applicable for your scenario as well. For more information on the "Brainstorming" technique, you may refer to CiteHr or Google.
