I will be grateful if anybody suggests the procedure to get registered as a principal employer as per The Haryana BOCW (RE & CS) Rules - 2005 and The Haryana Contract Labour (Regulation & Abolition) Rules - 1973. Is single registration valid for multi-location project sites, or does each project site require separate registration? What are the registration fees, and how is it calculated? To whom should the application for registration be submitted.

After reading your query, I can only suggest that as a Principal Employer, you need not register under the BOCW Act. Further, yes, you have to take different registrations for different locations under the Contract Labour Act.

Sorry for joining late here. As most of us are already clear about the registration under the CLRA, 1970, the legal position regarding registration under the BOCW Act is as follows:
Let us look at the definition of an employer in Section 2(i) of the BOCW Act. It outrightly states that it is the owner and includes (i)... (ii)... (iii) where the work is done through a contractor, the contractor. We must appreciate that by including the contractor as an employer, the owner is not excluded from the definition. When we read the whole definition together in one go, particularly (i), (ii), and (iii), we find that the contractor is included in the definition of an employer where, in the case of the government or local authorities, the work is not done by them but is done through a contractor. Hence, in the case of private construction by a builder or private person, it is the owner who is to get the establishment under construction registered. In the case of the government, it is the contractor, if any, who is to get the establishment under construction registered with the specified authority.
I urge the members not to be confused with the registration under the CLRA and the BOCW. If applicable, registration has to be done for both depending on the number of persons employed, i.e., 20 or more in the case of CLRA and 10 or more in the case of BOCW.
