I am working with a National Level Development Support Organisation. Here, the concept of HR is almost nil although we have an HR/Admin department (only 2 people). Our HR team is partly involved only in Performance Appraisal system (90-degree), increment, issuing appointment letters (because recruitment is done by respective RMs and Head of the Org), doing F/F settlement, etc. I have joined this organization just 4 months back. Keeping everything in mind, could anyone please help me finalize the topic I can present during all Staff Meet to be held in mid-November. My audience will be staff from Entry Level to Managerial Level, and I have almost 2 long hours. I am planning to talk about PMS, how it is linked to incentives and Competency Mapping. Since people here are not supportive to HR, I would like to be extra sensitive.
Any help will be highly appreciated.

Perhaps I see your situation right - I am a trainer and I work closely with a lot of national/international development NGOs, and you are right that for a long time the concepts of HR were alien to this sector, but they are picking it up. So, my first suggestion is to empathize with your audience.
I am convinced that if you present competency mapping to them, they will appreciate it. Convince them of a results-based approach to performance. Most NGOs are now using Logical Framework Approach (LFA) for project planning, and this tool has given them exposure to OBJECTIVELY VERIFIABLE INDICATORS - you can use this thread to emphasize competence.

I would suggest that you develop a draft for an IDP (Individual Development Plan) incorporating Competency Mapping, Performance Appraisal, and other aspects in it. Ask for feedback to improve it further for the audience. This would give the employees a vision and also engage them, making them more involved in the presentation.
