you no need to apply PF Registration.employees who are getting less than 6500/-basic they are elegibli for PF contribution, for Trainees no need to pay PF,ESI here for trainees we are paying staifund so we must Profissional Tax only. if PF covered employees are 20 or more then we must apply for PF regustration.

pl. not that no employer can discontinue the pf contribution. secondly an employer is liable to contribute Rs.780 i.e 12% of 6500. if the basic goes more than 6500 its not binding on the employer to pay the contribution amount of basic exceeding 6500.
thirdly an employee can withdraw his pf amount after two months of his resignation from the company in form 10 D and 10-C

For reason one if an employee gets more then 6500/ he will remain a member till he works, but if he resigns and withdraw his amount from pf and again joins then he will be excluded from PF and in that case employer must fill up form 11 mentioning that the he has withdrawn his dues.

As a senior executive in Accounts Dept., you have the right to tell the management about the applicability of EPF Scheme for your organisation. 20 is the minimum requirement for taking EPF membership ( in your case it is 27 ).
I will try to discuss my view about your problem
1) 05 trainees : - If your organisation will come under the purview of apprenticeship act, then you can exclude these members otherwise not.
2) 05 Not on Payroll : - It is not legal to appoint employees in an organisation with our keeping their attendance or payroll register your organisation will be charged penalty if EPF Inspection team find this.
3) 07 Basic salary @ DOJ is more than Rs.6500/- : - You can exclude these employees
4) 10 Basic Salary is less than Rs.6500/- : - You must include these employees
