Recently, we hired an employee who claimed that he was working as a team lead in his previous company (X) during the interview. However, when we saw his appointment letter from his previous company, it stated that he was appointed in the capacity of a "Recruitment consultant."
When asked for an explanation, he mentioned that he was promoted to the team lead position and was managing a team of 5. When questioned about a "Letter of Appreciation/Promotion" to verify his claim, he mentioned that he did not receive one.
Additionally, he took his own time to submit his documents from his previous employer. The employee I am referring to worked in his previous company for just 7 months.
After bringing this to the attention of my management, they suggested conducting a background verification. How should I proceed with the verification process?
I reached out to his previous office and spoke to the HR executive there, who mentioned that she was unaware of why he left. When asked about the absence of records, she hesitantly replied, "for better prospects."
How can I obtain accurate information from his previous employers?

In the first place, may I ask, what is your title with your current organization, and is it your responsibility to check on the employees' past profile?
If you are part of the HR team, then I suggest the following points:
1) If you are satisfied with the employee (you have referred to) performance in his current position that your organization has given him/her, just ensure that the copy of the offer letter/relieving order is in place. We can keep a close tab on his performance versus the metrics for his position and then decide if we can keep him/her based on the performance.
2) The decision of hiring the employee was actually based on the documents given and also verified.
3) The employee can be called in and asked for references as we have certain criteria to verify and ask for answers based on the documents you present to him/her.
4) Do not Hire to Fire as this is the main drawback the BPO market is currently facing.
Any suggestions or queries from all the other amazing brain people out here.

If you have any problems with background verification, you can opt for Background Verification Companies. These organizations, for a fee, check the background of an employee from schooling to the current date confidentially. The names of these organizations, depending on the place, are available in the magazine HRD for this month. Hope this proves useful.

If it is a serious matter, then either you visit the organization where he was working earlier yourself or, if you can, hire a detective for verification. In foreign companies, organizations usually partner with detective agencies to ensure they hire genuine employees. If the employee in question is highly competent or productive, consider letting it go if feasible.

After reading your problem and post by all the HR people, I would suggest you send an employee verification form to his previous employer. I am sure they would cooperate. In case this employee verification is delayed, write another email to them stating that their reply will decide the candidate's employee status. Give them a time frame, and if they delay, this could be one option.
Another option you could try is to do a reference check with other employees or colleagues of his previous employer. This could be informal, as its sources may not be credible all the time. Ask for at least 3 to 4 numbers.
Yet another option would be to try getting in touch with his earlier employer and get the verification from them. You can look at this option only when you feel the hired employee is worth giving this chance.
