Hi,

You are absolutely right here. Memos are basically short internal letters written to staff members within the company. They can also be posted within the company premises so that everyone can see them.

The slight difference here is that the question was related to notifying someone who created indiscipline among the group. This notification was solely addressed to that particular individual; hence, those salutations and closures.

Using them in this way does not change its legal status.
