Before making a C & B plan ..you need to understand the Organization Strategy and Market realities.
Good C & B has three components viz :-
* Internal Equity
* External Competitiveness
* Performance based payment
Besides the above, the effectiveness of C & B administration needs to focus on the Four Factors viz :-
* Compensation planning should be an integral part of the Financial Planning.
* There should be adequate database for all compensation decisions.
* Management should be willing to associate employees in policy formulation and implementation.
* Proper & effective communication system.

The strategy ensures that a compensation program, consisting of both pay and benefits, supports the mission, goals and business objectives. It may also specify what programs will be used and how they will be administered. The philosophy ensures that a compensation program supports the culture.
The policy ensures that a compensation program carries out the compensation strategy while supporting the compensation philosophy.
Workers' compensation programs and laws exist to protect employees who are injured while on the job. These laws are usually a feature of highly developed industrial societies. Workers' compensation laws are often only implemented after long and hard fought struggles by labour unions. There are often benefits available to dependents of workers killed on the job.

Some distributists who feel that capitalism is heading unstoppably in the direction of a slavery system, feel that this will come about by workers exchanging their personal freedoms for economic benefits like workers compensation.
