Is Factory Act 1948 and Maharashtra Factory Rules 1963 applicable for IT industries?

As per my understanding, the Shops and Commercial Establishment Act of the relevant state is applicable to IT companies. However, both PF and ESI are also applicable to IT companies. I do not know about Maharashtra Factories Rule.
