If any employee drawing more the M Wages and the wages are more than the revised DA wages, No need to pay revised wages.

However, there is always a different view in law. The D.A/FDA/VDA is an increase to compensate for the cost of living index. Therefore, I believe that one should receive the incremental value due to an increase in the cost of living index. Many employees, through collective bargaining, have successfully convinced their employers to grant this incremental value.
The answer to your question for the fresher academy is well addressed by V K Rao. An employee is not entitled to receive less than the minimum wage rate applicable to their category in the scheduled industry and zone they are in.
