My dad worked for W.B Municipality from 2002-2018, and he has not received his pensions and gratuity to date. Can anyone help me with where I can lodge the complaint? We have reached out to the authority, but they have provided no solution regarding the matter.

Sad to hear this. Kindly specify what was his designation and pay when he retired. Was there any issue when he retired? Normally, such issues do not come up unless there was some problem in paperwork. You will have to be more specific in your query and provide more details. Have you visited his HOD? Have you taken up the matter in writing, and if so, what was the reply?

Promotion and Pension Issue

He was working as a sweeper before he got promoted to a driver in 2002. We have it in writing that he and one of his colleagues were promoted from sweeper to driver in 2002. When he retired on 1st August 2018, he was told that he would receive his pension. Later, when the payment was delayed, we went to the office to find out the reason. We came to know from the authorities that the promotion which he and his colleagues received was not submitted to the Kolkata headquarters. When we asked them about the pension, they only said that they had sent the email and Kolkata headquarters had not replied. Later again, they told us that my dad and his colleague had to repay all the salaries they had received as drivers and keep the amount of the sweeper, the same when it comes to the pension.

Responsibility of Authorities

My point is my dad and his colleague didn't ask for the promotion. It was the authorities who gave them the promotion as there were vacancies for two. It's their duty to send the promoters' list to the headquarters. Whenever we visit the office, they don't really care about the workers. The driver union association heads say they'll go to Kolkata. Still, they have not gone to the authorities.

Please submit a carefully worded application to the concerned authorities and copy it to the headquarters concerned. Take help from a lawyer. It is time to raise the levels of complaint and even visit HQ in Kolkata personally. They cannot recover wages in this fashion. You need to document the whole issue and keep it in the knowledge of the higher authorities.

First of all, your father need too obtain the relevant information under Right to Information Act as to the delay in grant of retirement benefits and sanction of pension.
