If any national or festival holiday falls on Sunday, there is no need to compensate by declaring another holiday that falls on a working day. There is no statutory requirement for this. Therefore, you can declare the same national or festival holiday that falls on Sunday. However, if the employer is willing to declare a holiday on a weekday to compensate, they can do so, but there is no statutory compulsion.
