Please help if anyone is having email template to inform candidates that we are blacklisting them since they didn’t join at last moment

Not a good idea. You can make an internal blacklist for your record. What is the legality of such a blacklist? A candidate is perfectly at liberty to reject an offer. Blacklisting is mostly an empty threat. Better to concentrate on finding candidates and offering a good employment chance that no candidate will like to refuse.
