Hi Sir, I am working as an officer in a CPSU. I have applied for direct recruitment in State Government services through the proper channel, got selected, and received an appointment order. Immediately, I offered my resignation, citing that I received an offer of appointment from the State Government and I wish to take up the new appointment. However, my employer is taking a significant amount of time, and I was informed that my case is still under process.

Issue with Resignation Processing

I came to know that there is a hitch in the processing of my resignation concerning vigilance clearance, as I am undergoing a minor penalty of a reduction of two increments for two years without cumulative effect. I was also informed that vigilance clearance will be withheld during the currency of the minor penalty. The currency of the penalty ends by October 2019, and I am required to join my new offer in July 2018.

Representation to Management

I have made a representation bringing to the notice of management the guidelines issued by DOPT on resignation and relieving after forwarding applications. Although they all appear to be favorable to me, the decision from management is still awaited.

Please guide me on how to proceed with the issue. Kindly mention relevant rule positions to pursue and convince the management to accept my resignation and grant release to join the new offer.

Alternatively, you may offer to remit the pending amount in one lump sum for the immediate acceptance of your resignation and get yourself formally relieved forthwith.
