The delivery manager in our company wants him to be marked CC when sending payslips to his team. My question is, can HR share employees' payslips with their managers? I think it violates employee privacy! Kindly let me know your thoughts on this.

Dear Kar, yes, salary and wages need to be kept confidential, and no matter how senior a person may be, they do not need to know the salary details of any employees. Exceptions are persons working in the Accounts Department, Audit Department, or the MD himself.
I do not know how you have communicated with the Delivery Manager. Although this particular demand of his is unreasonable, if he is a level-headed person, then tell him to obtain permission from the MD to have a CC of the monthly payslip email. Let him obtain proper authorization.
Alternatively, you may seek permission from the MD. To do so, send him an email regarding the delivery manager's requirement. If he gives authorization, then the matter closes there.

He can refer to it as needed with HR, but what use is he going to make of having it every month, except to clutter his inbox.
