WC means workmen compensation, now known as Employee Compensation. This act covers accident insurance only.
BOCW act is for the welfare of construction workers. There are differences in coverage, applicability, purpose, and beneficiaries between the two acts. There is no similarity in these acts.

I do not know if any insurance company is offering an insurance policy under the BOCW Act or if there is an insurance policy that could cover all risks as detailed in the BOCW Act, which looks into almost all aspects of construction activity and sets certain guidelines for "safe working" at construction sites. BOCW focuses more on "construction safety" and provides guidelines to avoid unwanted accidents at the site. It even specifies guidelines for the use of heavy construction machinery. Also, it covers the payment of Cess on the value of construction work.
As far as I know, only WC and ESIC cover the risks involved in construction activities.

Dear Manasi,
Your client is asking to take registration under the BOCW policy, which means you have been awarded work of construction. The BOCW and The BOCW Cess are for safety and welfare measures for the construction workmen.
On the other hand, the WC policy covers liability under compensation to be paid to workmen in case of any accident resulting in the loss of working capacity or fatal, partial, or permanent disability.
I hope this explanation is sufficient to clarify your doubts.
