We have our office at the factory premises, whereas the factory is registered in the name of XYZ firm, and my office is registered in the name of ABC. My question is, currently, under which act do we fall, and what is the number of our office staff? Our staff strength is currently 19.

You fall under the Factories Act. The definition of a factory includes all premises in the 'precincts' as a factory. Hence, ABC is a factory premise. If you have a factory license with only XYZ manpower, get it amended to include the manpower of ABC in it.
