Jharkhand Govt has issued a notification to revise minimum wages, effective from 01.04.2017. For Basic Salary details, please refer to the notification dated 16.06.2011.

The new Basic Salaries are as follows:

1. U/S (Monthly / Daily) - 7170.94 / 275.81
2. S/S (Monthly / Daily) - 7510.32 / 288.86
3. Skilled (Monthly / Daily) - 9984.57 / 384.02
4. H/S (Monthly / Daily) - 11440.66 / 440.02

I want to know if a computer operator falls in the category of skilled or highly skilled. After 11 years of experience, I am currently earning Rs. 371 per day in the position of a Computer Operator. Despite informing the higher authorities multiple times, they have not taken any action and are only providing payment for 26 days in a month at Rs. 371 per day.

I would like to understand whether this position is classified as highly skilled or skilled. If so, please provide me with a circular detailing the Jharkhand contract labor rates, specifying the categories and explaining the qualifications or designations that determine whether it is considered highly skilled or skilled.

Clarification on Skilled and Highly Skilled Categories

I do not want an amendment or notification; I want clarification on the category of work, i.e., skilled or highly skilled. What I mean to ask is if somebody works in a clerical job with computer skills and has over 5 years of experience, are they eligible for the highly skilled category rate? Is there any circular or notification from the government regarding this?

Eligibility for Skilled Category Wages

Additionally, I would like to understand if an unskilled laborer who has been working for many years, let's say 5 years, can claim or be entitled to receive skilled category wages if they gain skilled experience after a few years of working. Is there any information regarding this issue in a government circular, specifically from the Jharkhand Government?
