Understanding Skill Levels in Government Laws

This is something we practice on a daily basis and use words like UNSKILLED, SEMI-SKILLED, SKILLED, and HIGHLY SKILLED. We are all aware of the terms mentioned above. My query is:

1. Where are these terms mentioned in Government Laws?
2. What is the correct definition of the terms as per Government Laws?

I have been looking for these definitions in Government Labour Laws but couldn't find the same. If anyone has a copy of the notification, gadget, etc., please send it to me at [Email Removed For Privacy Reasons].

Thanks,
