For the past 3.5 years, I have been working in a small software development organization. Recently, I received an offer from TCS for 6 LPA and another offer from a small company that provides contract employees for Verizon (8.5 LPA). I am very confused about accepting the second offer because they claim I will be a permanent employee with them but will be sent to Verizon as a contract employee. I am concerned about how this might affect my future career prospects. Some people have told me that working as a contract employee in India may hinder my chances of securing permanent employment in the future. Please help me.

There is not much difference between a contract role and a full-time employee if you are in a technical career path. Your career trajectory will depend on factors such as the technology used, your role, type of project (support, maintenance, pure development, etc.), and the domain for which IT services are provided.
Check on these factors and decide accordingly. Your friends in Business Analysis (BA) or Project Management (PM) roles can help clear your doubts rather than posting in HR forums.
