While retaining employees should we collect the copy of offer letter issued by the new employer for filing purpose? Can this be made as HR policy in IT Company?

HR policies are generally what you set up, subject to not violating local laws and, of course, following some rules of natural justice, fairness, and best practices. The practice of keeping a copy of an offer letter against which you have made a counteroffer does not violate any laws, is not unfair, nor runs counter to any best practices. So, I don't see why anyone should have an objection.

On the other hand, it makes eminent sense to have a copy of an important document for future reference and for any HR audit you may be facing. You need to ensure the document is confidential, with access restrictions, and not misused.

To collect offer letters supposedly issued by new employers to reduce attrition would serve no purpose and would be counterproductive. Would the company consider compensating the increase in that offer letter? Otherwise, the employee would decline to give a copy of the offer letter. The employees would compete with one another to produce such letters every month.
