Authority Under the Apprentice Act
The Labour Department is not the appropriate authority under the Apprentice Act. There are state Apprentice Advisers under the Department of Vocational Training and Education meant for imparting training to ITIs and other designated trades. Additionally, there is the Board of Apprentice Training with four Regional Boards (South, West, North, East) under the Ministry of HRD, Govt. of India. The latter is responsible for overseeing Graduate and Diploma apprenticeship programs.
The Officer for States program is the Apprentice Adviser at the district level. You can contact him for details. It is important to note that there is a specific proportion of apprentices to be engaged in relation to regular workmen, which also depends on the facilities available to provide training. The stipend is fixed by the central government, and the rules and conditions of their service should adhere to the Apprentice Act. Apprentices are not expected to be engaged during the night, asked to work overtime, or face disciplinary action without informing the Apprentice Adviser.
