Dear members,
Recently, our factory was inspected by the Deputy Chief Inspector of Factories. One of his remarks was that he asked us for a stability certificate for the industry. Can anyone guide me in this regard? What is a stability certificate, where should we apply for it, and what is its validity period?
I hope you will respond to my query as soon as possible.
Thanks and regards,
T. Ramesh.

You can visit the Office of the Inspector of Factories in your jurisdiction. They will have the approved list of Certified/Qualified/Registered Engineers (Structural Engineer) for this purpose. You can also consult the Director of your District Industry Centre for guidance. If a Registered Structural Engineer is not available, you can consult a Chartered Engineer from your area who may guide you. If you cannot find anyone, please let me know.
Use the information from the attachment (it's for Karnataka, similar provisions may apply for AP), get a copy, and proceed accordingly.

A stability certificate is issued by a competent person in respect of every engineering construction work, such as your factory building. It serves as proof of the stability of your factory building. This certificate must be obtained by the factory's occupier from a competent person and then submitted to the Chief Inspector of Factories for approval.
The validity period of the certificate is specific and is determined by the state rules applicable to your situation. In Maharashtra, for example, it is valid for 5 years or until any extensions, alterations, repairs, or additions of machinery or plant are made.
Definition of a Competent Person
A competent person, as defined by the Factories Act, is:
- (i) a member or associate member of the Institute of Civil Engineers;
- (ii) a member of the Institute of Structural Engineers;
- (iii) a full member or associate member of the Institute of Engineers (India) in the branch of civil or structural engineering;
- (iv) a civil engineer of public works not below the rank of executive engineer.
I recommend confirming these details in your state rules under the Factories Act. I hope this information is helpful.
Best regards,

Mr. T Ramesh, Mr. Korgaonkar has given the correct answer to your query. The factory inspector insists on a stability certificate to ensure that workers are working under a safe roof. Contact the above-mentioned competent persons in your city. One of them must be preparing stability certificates, or you can contact companies/factories nearest to you to get the address of the competent person who issues such a certificate. Finally, if you don't get a solution directly, contact the factory inspector's office; they will have details of the authorities who issue stability certificates.

To add to the reply from Mr. Korgaonkar, the competent person can be a structural engineer associated with the architect of the building. Usually, these structural engineers are associate members of the Institute of Engineers.
