It is as simple as this...

If the person is truly interested in you, they will make time to spend with you, regardless of their busy schedules. A genuine person will not find it difficult to spend time with their loved ones.

If you receive the same type of response even after continuously following up with them, just leave them for a while and observe patiently. If they return because they realized they missed you, that's great – it means you're still on their mind. If not, it's best to let them go.

Never pursue someone who is not reciprocating your efforts. If your advances are met with negativity, it's clear they are trying to avoid you.

Never Disturb Those Who Are Ignoring You

You will lose your significance in their life.

The question at hand requires some understanding of the subject. If someone is lying, it means they are avoiding us or not maintaining fidelity with us. For them, we need not worry. We are running short of time, so let us try to spare time for those who love us and expect our presence or reply instead of wasting time with those simply acting in front of us.

In addition to what has been contributed by Ajay and Bhaskar, please consider mine:

  1. Your doubt has some ground, or else it wouldn't have ever cropped up. Pay attention to the signs that you are picking up, which are making you believe that the other person is lying.
  2. Identify if these signs are real or not. They should not be triggered by your fear.
  3. Don't validate yourself or defend what you think about him, but look for what is most ignored. Is he not calling because you have already called him too many times?
  4. If he says something, don't investigate; rather, take it in good faith and value his integrity. Trusting will help you more than him. No matter what happens tomorrow, at least you are going to trouble yourself a little less.
  5. Make sure you share with him how much you trust him. Put it in clear words to him, but avoid repeating it. Support it with actions, such as not stalking him on Facebook or trying to figure out his whereabouts.
  6. Your only goal is to stay balanced within yourself and not lose your sanctity to someone who is more than happy to cheat on you.
  7. Once you are totally strong and can remain unaltered by all his dramas, take a hard look at whether you truly need him around or not.
  8. Observe his narratives. Liars forget details while narrating an incident. Later on, cherish his stories with him. Share the storyline and instigate him to fill you in with the details. Don't question him if the details are different from the ones he told you earlier. You will see far bigger gaps, no sooner.
  9. What good is a friend if he has to lie? Deal with him only to smarten yourself and strengthen your nerves.

Here are two articles from Psychology Today that I suggest you read. Understanding behavior in totality will help you resolve more than one problem in sight:

Forget about that person and see whether he calls back. If he is interested, he will call back; otherwise, he will not. On the telephone, try to ask as many genuine questions as you can. He might stumble when answering some questions, and you can catch him red-handed.

Very nice explanation. I especially like the sentence, "NEVER DISTURB THOSE WHO ARE IGNORING YOU." It's a good idea to observe people who ignore you; leaving them alone for some time can provide valuable insight into their feelings towards you.

I hope this helps!
