I require clarification on the following: A contractor has two different contracts in the Central PSU with Central Wages. In one contract, he deployed 19 laborers (15 laborers + 4 Retired Railway employees) and in another contract, he deployed 10 laborers. Is it mandatory to obtain a labor license as per the Contract Labor Act?

Yes, he himself is a principal employer as per the act. In his company's role, he has 20 plus employees. Ask him to take a license under CLRA because many of the reputed companies are looking for a licensed contractor for their contract labor-engaged works. They also insist on having a separate code for PF and ESI.
