If we refer to the basic concept that management skill consists of the function of planning (PDCA), I think HRP is a part of HRM. HRM involves several functions, and HRP ensures that the organization always has enough manpower (usually in numbers but also in competencies) to run the organization or to achieve the organization's future targets.

HRM: Human Resource Management

Human Resource Management is a process of planning, organizing, directing, and controlling the resources and functions of an organization.

HRP: Human Resource Planning

Human Resource Planning is a very vast subject. This function is purely involved in manpower recruitment for the organization. It includes understanding the manpower needs, budget quotations, the number of employees needed, job descriptions, salary payable, technical skills, experience or fresher, education, sourcing, screening, scheduling interviews, interviewing, negotiation, offering, etc.

For more detail, you can get information on Wikipedia.
