Hi, It is right, this notification should submitt at Factory Ins. as per Sec. 7(4), Rule 12A in Form 3A Within 7 days of the manager taking charge.

Factory Manager and Legal Requirements
The concept of a Factory Manager is found only in the Factories Act. Under all other Acts, the particulars of the employer are required. Therefore, if your Factory Manager has changed, you need to renew the factory license.

As usual, Madhu has correctly pointed out that in all other acts, there is no need to mention anything about the Factory Manager. As the Factories Act is concerned with the safety and welfare of the workmen, the duty of a qualified or full-time Factory Manager is required. I slightly differ with Mr. Madhu regarding the renewal of the factory license; just sending Form 3A is enough for the change of Manager. Just imagine a factory changing two to three Factory Managers in a year - how can it renew its license every time?

There is a provision in the Factories Act that the occupier will act as the Manager of the factory until the new Manager is appointed. I wish to know which section of the act or rule states the necessity of appointing a Manager for the Factory and outlines his roles and responsibilities.

you file form 3A (Prescibe under Rule 12A) of factories of change of manager. you have to file this form as when factories manager change. submit this from to factories inspector office.
