There's no specific format for an IOM, but these details need to be mentioned in an IOM:

- Date
- From
- To
- Subject
- Reference
- Signature
- Copy to (if required)

There's a difference between an IOM and an internal letter. An IOM is also known as a Field Memo sometimes. IOMs are very informal and are used in informal communications, while internal letters are formal communications and can be referenced in the future. Internal letters can be used outside the organization as a reference by the addressee. Formal proceedings may be based on internal letters. Internal letters are written on letterheads and bear the signature of the appropriate authority. An internal letter must have a Memo number/reference number. An IOM may or may not have a memo/ref number.
