If you talk about workers and formal appraisal, it is like asking the watchman during the selection process if he has presented any paper at a conference. Formal appraisal is not needed first; you can easily evaluate the performance of the worker from their productivity. Then, workers are not in a position to do self-appraisal or tick the scales, etc. So, I think there is a need for a different type of appraisal which is effective in their domain.
