This is the right time for applying for registration of a factory. This is because when you submit your drawings for the factory layout, building elevation, there is some scope from a safety angle. The Factory Inspector can guide you. Once the building is ready, and if they advise to change this wall or that beam, it is difficult. If we don't do it the way they advise, the registration remains pending, thereby the license cannot be issued, and finally, we are not able to start production.
Apart from this, you will have to apply for consent under the Air Pollution and Water Pollution Act to the Pollution Board.
If you have more than 20 workers/employees, you will have to apply for coverage to the PF and ESI Department (provided your management wants to cover employees from day one).
