I know one effective way that my previous organization has made training and development an individual responsibility. Since performance appraisal evaluation is objective-based, i.e., KPI, it has made it easier for employees to recognize their areas of weakness as they work through their projects and their requirements. They made sure that training and development were part of the performance appraisal, so you are held accountable for (a) making sure you request training and (b) ensuring you register yourself with an acknowledged vendor to attend the training. The HR section ensured it processes these training requests promptly.
