I am trying to initiate in answering this question, and the rest of the points hopefully will be pooled in by our HR team. I believe HR management is the sole responsibility of the HR Department, whereas HR development is a broader concept and goes beyond the scope of HR professionals. It also includes line managers who need to keep developing their team members on a timely basis.
