I am pursuing my Diploma in Training and Development from ISTD - New Delhi. I have qualified all the written papers and have to submit a project report. I have received the guidelines from ISTD, but I am still unable to start the work. Can anyone suggest how to develop a 'Tentative Planning' for the project?

You haven't mentioned your project title, size of the project report, or your project duration. First of all, identify your area of research and your sample size, etc.
Data collection is another important aspect. You can collect data either through primary or secondary sources. For primary data, you need to frame a questionnaire related to your subject, sample size, and level. You can have these questionnaires completed by the selected sample. You may also conduct personal interviews as a method of data collection.
For secondary data, you can gather information from the internet, magazines, books, articles, etc. However, when collecting data, be very specific about details such as the name, author, date of publication, volume number, article title, etc., as you will need to provide references in your project report.
Once you have sufficient data, proceed to editing and give it a proper structure. Adding statistics, charts, and maps relevant to your subject can enhance the presentation. Additionally, if you come across data indirectly related to your subject, you can include it in the annexure or appendix, but remember to mention it in your project report.
Your project report should include a cover page, table of contents or index, acknowledgments, guide's biodata or credentials (if required), certificate of declaration, and then the main report. It can be divided into chapters or presented as a single report as advised by your study center.
Ensure to inquire about the acceptable font, font size, margins, spacing, etc.
Finally, you can include a bibliography or references, any abbreviations used, appendix, etc.
