Any employee, including a union leader, is amenable to disciplinary rules followed by the company. A union leader gets some privileges under the ID Act of 1947, but discipline is not covered in it.
Any person found drunk while on duty should be referred to a doctor to determine whether they are under the influence of alcohol.
