There is a union, and all employees have been working for the last 10-12 years. They are not interested in closing the factory and are also unwilling to increase productivity to overcome the high costs.

Please look into the state factory rules. You should inform the relevant authority regarding the closure of business hours. They might inspect before declaring it sick.
Please consult with a Labour law consultant. They would better guide you in this situation, and you need to pay all the benefits and compensation as per the policy laid down by the company.
