I am currently reviewing the company's annual leave policy. The management would like to revise the annual leave entitlement upwards. Currently, our practice is as follows:
- Work less than 5 years: 14 days
- Work 5 years & above: 20 days
Proposed revision:
- Work less than 2 years: 16 days
- Work 2 years but less than 5 years: 18 days
- Work 5 years & above: 22 days
In Malaysia, it is common for companies to provide at least 14 days of annual leave. I would like to know what the market is like in terms of annual leave entitlement for employees. Is 14 days still sufficient for today's competitive talent retention market?

In Taiwan, we are equipped with the following:
Annual Leave/Annual Vacation
I. General Regulations
In accordance with Labor Standards Law's Regulations, the employee is granted Annual Leave with full pay each year according to his/her length of service as follows:
Length of Services Days of Annual Leave
* From one to less than three years: 7 days per year
* From three to less than five years: 10 days per year
* From five to less than ten years: 14 days per year
If an employee has served ten years or more, one additional day per year of service will be granted beginning with the 10th year, up to a maximum total of 30 days Annual Leave per year.
II. Charging of Leave
Annual Leave, as taken, will be charged in consecutive full days, to include half days only if occurring on the beginning or end of a leave period. Any leave less than 4 hours will be charged as a half day and leave between 4 and 8 hours will be considered as a full day.
III. Scheduling of Annual Leave
Employees are to be encouraged to take leave for reasons of health and welfare and keep leave accruals to a reasonably low level. However, Annual Leave shall be scheduled at the option of the company with the concurrence of the company labor union. The employee may take or be scheduled to take any earned accrued annual leave but not less than one-half day at one time.
IV. Maximum Accrual of Annual Leave
An employee may accrue a maximum of 30 days Annual Leave at the end of any calendar year. Any leave in excess of 30 days will be automatically forfeited unless deferment is necessitated by Company request in advance and approved in writing by General Manager or authorized personnel.
V. Payment for Unused Accrued Annual Leave
An employee will be given a cash payment for unused accrued Annual Leave only at the time of separation or resignation. No payment will be made for any previously forfeited leave.
