Understanding the Term 'Memo'

The word *memo* is derived from the word *memorandum*. The dictionary meaning of this word is *a written proposal or reminder*. A letter written by a government official is called a memo. Nevertheless, in the Indian context, the word memo has a negative connotation and is often used in lieu of a warning letter or even a show cause notice. In the private sector, generally, the word memo is not used.

The Meaning of a Warning Letter

The dictionary meaning of warning is *a cautionary advice*. A warning letter itself is considered punishment for minor misconduct and is a precursor to disciplinary action if the misconduct is repeated. However, if the warning letter is issued, an explanation is not sought from the employee. There could be a case where the employee was issued a show cause notice, and if the explanation of the employee was not found satisfactory, a cautionary advice in the form of a letter is given.

What is a Show Cause Notice?

*Show cause notice* is issued to an employee to seek an explanation for the alleged misconduct. A show cause notice is issued when there is sufficient evidence of misconduct at hand, or the culpability of the defaulter is established in the inquiry. The issuance of a show cause notice is consistent with the principles of natural justice, and the accused employee is given the opportunity to present his/her defense.
