Measuring the Effectiveness of Employee Engagement Activities

We are an Automotive MNC with five plants in India. All HR Managers at each location have a yearly calendar for Employee Engagement and Organizational Development activities. This includes small activities such as celebrating birthday parties and events like "Coffee With MD."

I am looking to calculate the effectiveness of the employee engagement activities that we are conducting. How can I measure this? Is using a questionnaire (with ratings from 1 to 5, for example) the only option? Are there other ways to assess the success of these activities? Please help.

Employee engagement cannot be measured directly. However, it can be gauged through the following indicators:

a) Number of suggestions received per employee per year
b) Rate of employee attrition
c) Number of times employees volunteered to take up new activities
d) Overall culture of teamwork in the company

How to measure culture, teamwork, and bring in a number? Employee engagement is high when activities turn into celebrations. In organizations, when even a small activity is perceived as a celebration by the recipient, it scores high. This is a perception index, not a performance index.
