The powers of the Assistant Manager HR are typically decided by the CEO or MD. Additionally, the Head HR also plays a role in determining these powers. The type of decisions taken by HR often depends on the company's culture.
In the Indian context, 99.9% of companies are heavily influenced by the owners, whether in factories or other sectors. Despite being designated as Managers, these individuals often function more as clerks or supervisors. Lines of authority are not clearly demarcated, and decision-making powers are not fixed.
Employee empowerment is highly valued in Western countries. In some companies, bosses reprimand their subordinates for their inability to make decisions. In contrast, in the Indian context, bosses criticize their employees for not seeking their guidance.
