Contract Labour Act Amendment: Will the New Wage Rule Take Effect in 30 Days?

I saw a gazette notification regarding an amendment in the Contract Labour Act with regard to the payment of wages. Will this be implemented after 30 days of this draft rule?

Draft Rule for Amending the Contract Labour (R&A) Rules, 1971

This is the draft rule for amending the Contract Labour (R&A) Rules, 1971. A thirty-day notice has been given for the consideration of suggestions and objections from the public. The Government of India (GOI) will then issue the final notification after taking into consideration these objections and suggestions. Thus, we are not to implement these draft rules after 30 days. We are to wait for the next notification.
