My reply is: What happened to your company's leave policy? Normally, if any employee avails leave, he must get it approved and then proceed on leave. If the leave is due to a death or self-sickness, then the employee can inform the reason telephonically and proceed further. Upon return from leave, he must get the leave approved, and the absence must be regularized. If the employee is not following the rules, then obviously, he must be issued a warning letter, and his leave must be recorded.

Understanding Casual Leave

Casual leave is the leave given to an employee for meeting any casual requirement. It must be for 1 or 2 days and not more than that at a time. It cannot be clubbed with any other type of leave or duty.

The HR department may ask for clarification or handle it as the situation warrants. There are no hard and fast rules, but it certainly should not be rejected if the leave is available in the employee's account, and salary should not be deducted as it is not a good HR policy.
