Performance Management System (PMS) is far wider. It is major Organisation Development (OD) intervention. It concentrates on the measurement of the business performance. PMS is base for organisation's recruitment policies, training interventions, employee promotion, employees' annual increment etc.
Performance Appraisal (PA) is subset of PMS. It concentrates on measurement of individual performance. PA score helps the organisation to bring focus to their employee development activities.
