i work as HR Organization Effectiveness section Head and i would like to know if the KPIs or the KRAs are used in appraising the employee and how can i use them to appraise the new comer or it is not applicable in the last case.

Dear Mr. Hossam,
Your query is well defined in right direction, lot of employer get decived to get candidate at the time of selection beacuase they dont have such type of tools to identify required competency in avaulable candidate.
to avoid this problem you should design the position and level wise competency mapping and it should be done at the time of interview, it is called as competency based interview. your system should be well defined and very much scientific then you can get the proper result.

Yes, KRA and KPI's are used in appraising the employee.
However make sure that you prepare the KRA's before hiring a person, this helps in getting suitable candidates and hire the best. And at the time of induction KRA's are explained to the employee by the head of department or the manager.
Make sure that the employee gets aware of the fact that at the time of salary increments these KRA's will act as the parameter on which the ratings will be based.

Dear Mr. Hossam,
KRA & KPI are the major and fundamental of appraisal tool in any PMS system. In fact the fulfillment of KPI are the basic indicator of the performance level. Although, a lower perrformance may be an outocme of many influencing factors, For details you may refer to ' Permormance Management & Appraisal Systems by T V Rao'.
A new joinee must be handed over and explained the JD and KRA/ KPI for making the expectation of the organization clear to him.
