However, in our organization, they have combined CL and SL into a total of 6 leaves. Is it mandatory for employers to adhere to this requirement, or does it remain at the discretion of the company?

This 12 days' leave is for any sickness as well. In some other states, laws such as the Kerala Shops and Establishments Act provide for 12 days of Casual Leave (CL) in addition to 12 days of Sick Leave. However, the Karnataka Act only allows for 12 days of leave (along with Earned Leave of one day for every 20 days worked in the previous year). The 12 days of casual leave are meant for sickness and other personal emergencies, and it is mandatory to use all 12 days. You cannot reduce it to 6 days.
