If the FMCG is handling any Manufacturing Process within the definition of FACTORY, then you have to do all process to register the FMCG under the Factories Act 1948
If the FMCG is handling only Sales or Service type of activities and no manufacturing, then you have to register under the Shops and Establishments Act of Delhi.
In any case:
If you engage stipulated number of employees you need to register under Provident Fund Act, ESI Act, and if you engage Contract Labour then under Contract Labour ( R& A) Act as well if you engage workers from other states then under Interstate Migrant Workers Act.
You need to send intimation of Opeming under Payment of Gratuity Act and all such activities using the stipulated FORMS prescribed under the Act by Manual Application OR most of these are digitally done On-line.
You may have to register under the Local Body like Corporation under relevant provisions for doing the business activity in that area.
