Need your help in formulating an email to all employees in the organization that we are in the process of evaluating performance cycle for this year and we are also working on reviewing designations of all employees based on their performances.
It would be really helpful if you could help me in elaborating more and framing the above content .

A little confused with what you have stated.. Do you wish to start PMS system in your company? OR review performances under COVID 19 situation? However, may be I would suggest you to have it like this -
Dear Team,
In view of the current situation, we have decided to evaluate performance of the employees in a systematic way. This decision is taken based on ............................ (GIVE DUE REASONS FOR THE DECISION)
In the process, it is likely to happen that we shall take a due review of the current designations/ grading system.
We hope to receive your cooperation till the entire process is completed.
Somewhere in your note I feel you also need to reassure your staff that it will be done in a fair way.
