Who is responsible for HR - due to recruitment issues, failing to provide induction/training to new joiners, salary issues, or not identifying the right person for the right job, etc.

Top Management - fails to groom the employees, has attitude issues, ego problems, and always uses a loud tone with employees reporting to him.

Hi,

In general, I would say the competitive market environment in the corporate sector (IT/ITES mainly) is the primary reason. Based on the projects at hand, employers tend to poach from their competitor companies by awarding unrealistic hikes (for deserving candidates), thereby making themselves vulnerable to being poached by other competitor companies when employees leave for another hike.

The HR/Management role is also significant, but the major contribution comes from the competitive market environment. IT/ITES employers should establish a common association where there is an understanding between companies on position-based salary, hikes, and no poaching until employees complete a certain stipulated number of years.

In other sectors, such as Engineering Colleges, salaries are fixed based on experience, resulting in a scale that is more or less the same in all colleges. Few people prefer to leave government jobs except when they move to a higher position by taking competitive exams.
