Whether the nature of work require good communication? Questions and evaluation process depends on the role.
Frequently asked mundane HR question is "Tell us about yourself ". The purpose of this question is to evaluate fluency in communication, to measure candidates confidence level etc. Even body language counts.

A fresher, as the very name indicates, may not come with any experience and thus may not have job related skills much. But try to find out the attitude, sincerity and honesty of the candidates with these qualities/traits can be a right fit for the organisation. Check basic skills like communication skills -verbal and written, interpersonal skills which are necessary to work in a team and basic reasoning skills.
