I reached out to my CEO via email to address this issue, with the HR Manager in CC, and he promptly blocked my email address without providing any explanation. Is this action justified? What steps can I take to address this situation?

You need to examine the company mail policy to determine if it grants any powers to the HR Manager to do so. Before escalating your complaint to higher authorities, ask him for an explanation for this action. Consider presenting your concerns to the GRC to address any differences and resolve your issues with the Manager.
