Dear Sir, as per the Chief Labour Commissioner [Central], kindly refer to your office Circular No 1/38(7)/2018-LS-II dated 28th September 2018 regarding rates of wages plus VDA per day payable with effect from 1st October 2018 to the employees engaged in the scheduled employment of Loading and Unloading operations in the (i) Railways – parcel office, or good-sheds, (ii) Other Good-sheds, Godowns, Warehouses, and other similar employments, (iii) Docks and Ports, and (iv) Passenger Goods and Cargo carried out at Airports (both International and Domestic).

We understand the Rates of Minimum wages plus VDA per day mentioned in the above-referred Circular is for “Unskilled Workmen” in the “A”, “B” & “C” cities. However, the rate of Minimum Wages plus VDA is not mentioned in the above-referred circular regarding employees of Semi-skilled, Skilled, or Supervisor, Clerk engaged in the scheduled employment of Loading and Unloading operations. It is mentioned that Workmen in the supervisory category, clerk or semi-skilled, skilled workmen are also engaged, for instance, “Surveyor for Containers or Cargo” Clerk in the Warehouse in the Container Corporation of India or Port and Docks.

I request a copy of the circular mentioning the Rates of Wages plus VDA payable to the employees in the category “Semi-skilled, Skilled, Supervisor, Clerk” in the scheduled employment of Loading and Unloading operations.

Which state are you referring to? If it is Gujarat, there are no exclusive rates for loading and unloading labor. The rates for semi-skilled labor will be applied.
